When the Internet was in its early days, people were eager to write their own websites. There were many ways of writing websites, but the most ubiquitous was to open a notepad application and write the whole website in HTML.
A lot of new programs did surface on the market and made HTML coding unnecessary, but a lot of these new products were unusable and had too many teething problems.

This disturbance of anchors and refusal to follow the rules of HTML was a necessary byproduct of the WYSIWYG HTML editors. This Lack of reliability caused untold problems.
